Dr. Zeynep Ozinci
FOUNDER AND CLINICAL DIRECTOR
Dr. Zeynep Ozinci is a double-board certified psychiatrist with over 15 years of experience in the medical field. Beyond her credentials, she is a dedicated professional, genuinely passionate about helping individuals of all ages achieve lasting well-being. She understands that every mental health journey is unique, and she is committed to providing expert, personalized care tailored to your specific needs.
Her path to expertise has been diversified, from groundbreaking research at NYU to comprehensive general child and adolescent psychiatry training at Rutgers and Hofstra/Northwell, culminating in specialized fellowship training with clinical excellence recognition. She also completed continuing medical education through Harvard Medical School. This foundation is further strengthened by her ongoing contributions to the field, including published research, engaging lectures, and presentations at national and international conferences.
Collaboration is at the heart of her approach. Through in-depth conversations and evaluations, she collaborates with patients to build tailored treatment plans, addressing their unique needs and goals. She has extensive experience helping individuals, children, and families navigate the complexities of anxiety, depression, trauma, attention-deficit hyperactivity disorder (ADHD), autism spectrum disorder (ASD), Obsessive-compulsive disorder (OCD), mood disorders, and other mental health issues. She is happy to offer a guiding light and a personalized roadmap for your healing journey.

Juliya Orlova
PMHNP-BC
Juliya Orlova is a board-certified Psychiatric-Mental Health Nurse Practitioner (PMHNP-BC) with over twelve years of extensive nursing experience. She holds a master’s degree in nursing and completed her advanced psychiatric training at accredited institutions. Yuliya’s clinical expertise spans the full range of psychiatric diagnoses and patient populations across the lifespan.
Her distinguished background includes significant experience in both acute care and outpatient settings. Juliya previously managed complex and acute presentations at Trinitas Regional Medical Center, providing her with a robust foundation in high-acuity psychiatric care. She is dedicated to offering compassionate, individualized, and evidence-based care, tailoring treatment plans, which may include medication management, psychotherapy, and psycho-education, to meet the unique needs of every patient.
Outside of her clinical practice, Juliya enjoys traveling, opera, nature, and hiking.

Dr. Balkan
COO
Dr. Balkan is the COO of Pearl Psychiatry and Therapy Center, with executive oversight of all strategic growth and day-to-day operational functions. He is the driving force behind the center's efficiency, organizational scale, and financial sustainability. Dr. Balkan directly manages all non-clinical administrative functions, including finance, human resources, facilities management, technology integration, and regulatory compliance. His expertise focuses on optimizing workflows, developing and enforcing Standard Operating Procedures (SOPs), and implementing effective cost-control measures to ensure the profitable allocation of resources while maintaining high-quality patient care and a premium patient experience.
Dr. Balkan's management philosophy is rooted in strategic planning, informed by his extensive organizational background, including a Ph.D. from the UNT and postdoctoral research at Georgetown University. He is also currently teaching at Rutgers University, where he applies his organizational and teaching expertise to complex subjects. He possesses a proven track record in leading complex organizational projects, managing diverse teams, and successfully implementing large-scale systems, such as state-of-the-art electronic health records (EHR) and scheduling systems. His executive function involves strategic planning for market expansion and establishing robust internal systems for performance measurement and quality assurance. By merging his commitment to service with rigorous operational planning, Dr. Balkan ensures Pearl Psychiatry and Therapy Center operates as a financially sound, ethical, and highly efficient healthcare institution, dedicated to sustained growth and maximum positive impact on the community's mental health needs.
